Diperkirakan 537.000 Barel/Hari, Impor BBM 2012


REPUBLIKA.CO.ID, JAKARTA - Kementerian Energi dan Sumber Daya Mineral memperkirakan impor bahan bakar minyak pada 2012 akan mencapai 537.000 barel per hari. Direktur Hulu Minyak dan Gas Bumi Kementerian ESDM Edy Hermantoro yang menyampaikan paparan Dirjen Migas Kementerian ESDM Evita Legowo dalam acara konperensi dan pameran migas di Jakarta, Selasa mengatakan, total kebutuhan BBM pada 2012 diprediksikan mencapai 1,242 juta barel per hari.

Sementara, kapasitas kilang dalam negeri milik PT Pertamina (Persero), PT Tri Wahana Utama, dan PT Muba sekarang ini hanya 705.000 barel per hari. "Dengan demikian, Indonesia akan mengalami defisit BBM sekitar 537.000 barel per hari atau 43 persen dari total kebutuhan 1,242 juta barel per hari," katanya.

Menurut Edy, Indonesia setidaknya membutuhkan dua kilang baru berkapasitas masing-masing 300.000 barel per hari atau totalnya 600.000 barel per hari untuk menutupi kekurangan BBM tersebut.

Dari total kebutuhan BBM 1,242 juta barel tersebut, sebanyak 689.000 barel per hari atau setara dengan 40 juta kiloliter di antara berupa BBM bersubsidi. Sedang, 553.000 barel per hari sisanya BBM nonsubsidi.

Pemerintah dan DPR sudah menyepakati volume BBM bersubsidi tahun 2012 sebesar 40 juta kiloliter. Perkiraan kuota itu dengan asumsi dilakukan perubahan peraturan dan kebijakan pengaturan BBM bersubsidi.

Tanpa perubahan peraturan dan kebijakan pengaturan, konsumsi BBM tersebut bakal melebihi kuota. Pertamina memperkirakan konsumsi BBM bersubsidi pada 2012 bakal mencapai 43,882 juta kiloliter dengan catatan tanpa adanya kebijakan pengaturan BBM bersubsidi.

Asumsi pertumbuhan konsumsi premium yang dipakai Pertamina adalah sebesar delapan persen dan solar enam persen. Sesuai data Pertamina, rincian konsumsi BBM subsidi sebesar 43,882 juta kiloliter adalah premium 26,912 juta kiloliter, solar 15,27 juta kiloliter, dan minyak tanah 1,7 juta kiloliter.

Sementara, rincian penyaluran BBM subsidi sesuai kuota adalah premium 24,411 juta kiloliter, solar 13,889 juta kiloliter, dan minyak tanah 1,7 juta kiloliter.

Pemakaian minyak Indonesia lampaui kapasitas produksi nasional


Makassar (ANTARA News) - Staf Ahli Bidang Energi dan Material Maju Menteri Riset dan Teknologi, Dr Agus R. Hotman, menyatakan bahwa pemakaian energi minyak Indonesia melebihi kapasitas produksi nasional sehingga menyebabkan kita harus mengimpor minyak dari Timur Tengah.

Saat ini produksi minyak nasional 0,9 juta barrel per hari, sementara konsumsi minyak nasional mencapai 1,3 juta barrel.

"Setiap bulan kita mengalami devisit sekitar 0,3 juta barrel yang harus ditutupi dengan mengimpor minyak dari Timur Tengah," ujar Agus Hotman dalam Sarasehan Pengenalan Iptek Nuklir di Unhas, Selasa.

Pada sarasehan yang dibuka Wakil Rektor IV Unhas Prof Dr Dwia Aries Tina Pulubuhu, MA, Agus Hotman mengatakan, pada tahun 2010 sekirar 85-95 persen dari total energi nasional dihasilkan dari energi fosil berupa minyak, gas, dan batubara.

Sementara itu, ia mencatat, ketersediaan sumber energi di dunia untuk jenis minyak cukup 42 tahun lagi, gas 62 tahun, batubara 224 tahun. Yang memungkinkan adalah energi nuklir. Khusus untuk Indonesia, sumber energi minyak akan habis dalam waktu 23 tahun lagi. Oleh sebab itu diperlukan energi alternatif, seperti air yang baru sebagian kecil dimanfaatkan.

Secara persentase, ia mengemukakan, pada tahun 2011 kebutuhan energi nasional untuk industri mencapai 44,2 persen dari total kapasitas energi nasional. Sekitar 40,6 persen lainnya untuk transportasi, komunikasi 3,7 persen, dan rumah tangga 11,4 persen.

Untuk energi listrik, katanya, dapat berupa energi baru yang bersumber dari fosil yang sudah diolah dan energi terbarukan seperti bioenergi, matahari, angin, dan samudera. Namun ketersediaan energi tersebut belum mampu memenuhi kebutuhan yang semakin besar.

"Untuk memenuhi kebutuhan yang besar tersebut diperlukan energi alternatif seperti nuklir. Sekadar perbandingan, satu gram uranium ekuivalen dengan 112 kg batubara," ucap Agus Hotman.

Menurut dia, hingga saat ini masih terdapat 30 persen penduduk Indonesia belum menikmati listrik, yang sebagian besar ada di Kalimantan dan Sulawesi. Produksi listrik kita pada tahun 2010 baru mencapai 35 GW ( gigawatt, 1 GW= 1000 megawatt), tahun 2025 ditargetkan 145 GW, dan 2050 diharapkan mencapai 550 GW. Kebutuhan listrik kita kebanyakan untuk kebutuhan industri dan transportasi. Kapasitas kelistrikan besar tersedia 47,9 persen.

Agus mengatakan, energi nuklir dan geotermal yang perlu dipikirkan ke depan dengan mempertimbangkan pencemaran udara. Meski selama ini energi nuklir lebih banyak mengemuka aspek negatifnya, namun dampak emisi C02 dalam rantai proses produksi listrik emisinya jauh lebih kecil, yakni 24 g-C02 eq/kWh. Kadar emisi ini jauh lebih kecil jika dibandingkan batubara yang mencapai 1.250 g-C02 eq/kWh.

Drs Totty Sumirat, MSc, dari Badan Tenaga Atom Nasional (BATAN) dalam presentasinya yang berjudul "Nuklir untuk Kehidupan" mengatakan, persepsi masyarakat terhadap nuklir bermacam-macam, seperti takut terkena radiasi.

Iptek nuklir tidak hanya dapat dimanfaatkan untuk pengadaan listrik, tetapi juga dapat dimanfaatkan di bidang pertanian, misalnya pengembangan varietas unggul. Dalam bidang peternakan berupa alat deteksi birahi visual pada ternak sapi.

Iptek nuklir pun dapat dimanfaatkan untuk bidang kesehatan, misalnya dalam aplikasi diagnosis, aplikasi terapi. Dalam bidang sumber daya alam lingkungan (SDAL) Iptek Nuklir dapat dimanfaatkan di Indonesia. Misalnya penerapan dalam pengelolaan sumber daya air, kata Totty Sumirat.

Dwia Aries Tina Pulubuhu menyatakan menyambut baik kegiatan ini. Selama ini masyarakat hanya melihat nuklir dari satu sisi, yakni tentang dampak negatifnya, belum melihat sisi manfaatnya,

‘Gas OPEC’ holds glut talks

Eleven of the world’s leading gas exporters have met in Algeria to discuss how to cope with a supply glut that could last for years.


The Gas Exporting Countries Forum (GECF), which has been dubbed the “gas OPEC”, appears to be growing more organised. But there was little evidence yesterday it would agree on a workable strategy for propping up sagging spot market prices for natural gas.


Algeria, which is hosting the meeting at its port of Oran, near the country’s biggest liquefied natural gas (LNG) export terminal, has for the first time called for supply cuts.


But other big exporters including Russia and Qatar seemed unconvinced this week that such a move would be effective, and wanted to discuss how to prevent the ready availability of spot supplies from undercutting long-term contracts. The UAE is not a member of the forum.


In the run-up to yesterday’s ministerial meeting, Chakib Khelil, the Algerian energy minister, had softened his stance and was no longer talking explicitly about cutting exports.


“A new model of co-operation is to be devised, beneficial to all,” Mr Khelil said before the meeting. “I think we should work towards a stable international gas trade through efficient use of world energy resources.


“The elements we should discuss today could constitute the basis for the definition of all possible options for implementation of all appropriate strategies for their achievement.”


Mr Khelil blamed the significant drop in spot market gas prices, which have fallen 28 per cent in the US since the start of this year to about $4 per million British thermal units, on the global economic crisis and new production technologies that have unlocked large volumes of unconventional “shale gas” in the US, ending the country’s reliance on imports.


A “fair” price for gas, he proposed, would be based on thermal equivalency with oil, giving a gas price of between US$13 and $14 per million British thermal units when crude is priced at $80 a barrel.


Abdullah al Attiya, the Qatari energy minister, said on Sunday he shared Mr Khelil’s position on “the question of fair gas prices”.


“The most important thing for us is to establish an appropriate price for gas indexed to the price of oil,” Mr al Attiya said.


Sergei Shmatko, the Russian energy minister, said gas producers should work together to limit the impact of spot sales on their long-term deals, as consumers sought to reduce what they purchased under long-term contracts, making up the difference with cheaper spot supplies.


“The spot market is also important, but it should not start to compete with long-term contracts in the form that is happening today,” Mr Shmatko said.


“We supply within the framework of long-term contracts, and we believe that other suppliers should or could express their approach to that and join with us.”


The GECF, made up of the holders of 70 per cent of the world’s gas reserves, has never before co-ordinated supply policy. Analysts said the group was now being forced to consider such action because the unexpectedly low prices were squeezing their export revenues.


Russia holds the world’s largest gas reserves and is the leading gas exporter, while Qatar is the biggest LNG exporter. Algeria is also a major gas exporter by pipeline and tanker, and was among the first countries to export LNG.


The GECF was expected to issue a statement after the meeting.
